Builder Proposing New Construction and Apartments Adjacent to Pohick Estates

Folks, I just got out of a meeting with the South County Federation (SCF) concerning the status of the proposed development. SCF will be going to Mr Clarke with our concerns requesting he communicate with the developer to find out if he is still planning to move forward with his plan and report back. Mr Clarke has the option to end the effort if he so decides. If he doesn't, SCF will propose a resolution, sign it and forward it up the chain, all the way to Supervisor Storck strongly opposing the project. So, we aren't out of the woods yet, but the good news is that we do have a very influential ally ,SCF, on our side.

The Christopher Companies has successfully submitted a Zoning Nomination to Fairfax County. The re-zoning Nomination proposes new construction of a Multi-family, up to 200 unit, apartment complex and 8 new homes adjacent to Pohick Estates. Pohick Estates Civic Association voiced many concerns and Fairfax County Planners added concerns as well.

Having said, The Planning Commission voted 12-0 on June 4th, 2025 to recommend adding CPN-2025-IV-MV-018, Pohick Lorton, to the Comprehensive Plan Amendment Work Program as a Tier 2 Item, as amended to note the following language:

Consideration of a Plan Amendment for Tax Map Parcels 108-1 ((1)) 1B, 30, and 30A, and 108-1 ((2)) B1, C and D for residential use, with considerations for tree preservation, landscape buffering, and compatible building heights to ensure an appropriate transition and scale to the surrounding single family residential area. Access onto Pohick Road and Lagrange Street should be studied carefully to ensure adequate and safe turning movements, and to minimize impacts to the 2 residential neighborhood. Environmental concerns, such as, but not limited to, steep slopes, marumsco soils, floodplain, EQC, RPA, noise and required setbacks from the CSX railroad will be of high importance and factored into the design of the proposal. Offsite active transportation improvements should be considered with the proposal to connect the site to the core of Lorton. Collaboration with the Park Authority should be explored for the portions of the site that are to remain undeveloped.

Fairfax County staff to date, have also cited numerous concerns in what they call the One Pager. The last line of the document states "Given these land use, environmental, and transportation issues, there does not appear to be a rationale for advancing this nomination forward to the Work Program." The Community Meeting held for CPN-2025-IV-MV-018: Pohick Lorton SSPA was not a decision meeting but one of many steps in the SSPA process.

The Pohick Nomination was later reviewed by the Fairfax County Planning Commission on May 1st,2025. Planning Commissioners reviewed various Nominations to include CPN-2025-IV-MV-018: Pohick Lorton. With the goal being to approve, or not approve, various Nominations going forward to the "Work" phase of the SSPA process.

On October 2nd, 2024, Christopher Companies presented the Pohick Road Assemblage Conceptual Development Presentation. The presentation was held at the Lorton Community Center and was well attended by Pohick Estates residents. On October 12th, numerous Pohick Estates residents met with Mount Vernon Supervisor Dan Stork at the Lorton Community Center to discuss the proposed construction. Supervisor Stork opened the discussion with some background on his service to Fairfax County. Then meeting attendees and Supervisor Storck discussed the proposed project, transportation and safety concerns, and more. Please see the GIS Map With Accidents on Pohick Road.

Supervisor Stork made clear that various steps need to take place sucessfully for the project to continue. If things go well, there could be a groundbreaking in a year to 1 1/2 years.

A VDOT staff member has acknowledged that there is a Fairfax County Department of Transportation Office study in progress.
